I qualified and promoted the pinned ormandj GLM-5.3-Flash W4A16/NVFP4
checkpoint on two RTX PRO 6000 Blackwell Max-Q cards using exclusive TP=2 over
PCIe/WSL2, SGLang rc14, FP8 KV, adaptive EAGLE [3,5], and concurrency one.

Headline results:

- 4K target / 2,969 actual prompt tokens: 112.07 decode tok/s
- 380K target / 304,491 actual prompt tokens: 99.79 decode tok/s
- tools 20/20, coding 15/15, image/OCR 12/12, endurance 60/60
- managed/routed gates and real Pi, OpenClaw, and Hermes acceptance passed

The 3 GiB-per-card campaign reserve was explicitly waived because this GPU
pair runs only model workloads. Free VRAM was 2,101 MiB/card after the direct
qualification and 2,543 MiB/card after client acceptance, with no OOM,
restart, crash, or shared-memory residue. This is a bounded local C1 result,
not a universal model ranking or a C2/video qualification.
