Objective: determine whether retaining the incumbent and describing Signal
only as a research lead is supported, without overlooking failed gates.
Ownership: read-only review. No service, route, cache, network, repository,
promotion, or process mutation is authorized.
Authoritative inputs: summary.json, artifact-manifest.json, its
SHA-256-addressed native files, restoration.json, the adjacent dated
finding, and publication-summary.md.
Review focus: independently keyed quality counts; ten-question sample scope;
completion versus reasoning tokens; original strict 128-word failures;
distinct cold/warm 32-word diagnostics; 64K/262K mismatch; promotion authority
versus qualification; restored incumbent identity.
Stop/report conditions: unsupported material claim, identity mismatch,
missing restoration proof, or any claim that a failed profile was promoted.
Verification: independently inspect native records and decision derivatives.
Deterministic consistency tests supplement independent critique.
Return: bounded accept or concrete blockers, evidence paths and correction
needed. Never generalize bounded acceptance to lifecycle release.
